
Valve has released Dota 2 update version 7.39c, which includes a wide range of changes: from adjustments to items and neutral artifacts to hero balance and map updates. These changes aim to adjust the current meta and reduce the strength of specific mechanics.
General Changes: Less True Strike, Map Adjustments
One of the notable changes is the weakening of True Strike—now Orb of Venom no longer guarantees a hit on evasions. Additionally, Blade Mail lost 1 armor point, and Hurricane Pike can be dispelled if used on an enemy. Harpoon has also been reworked—its "hook" can now be disjointed.
The map has been slightly altered regarding the placement of Watchers near Wisdom Shrines, and their activation radius has been reduced from 300 to 200. Furthermore, Roshan now perceives courier attacks as melee hero hits, and Tormentor no longer reflects damage from hero creeps.
Neutral and Jungle Changes
Neutral creeps have also been adjusted: most abilities now cast more slowly. Boglet, Croaker, Ancient Croaker—all now have increased cast points. Ancient Prowler Shaman can now apply Petrify without health restrictions if under player control.

Neutral Items and Enchantments
Several neutral items received balance changes:
Ripper's Lash
- Flay cast range increased from 700 to 850.
Mana Draught
- Bottoms Up mana restore rescaled from 60 + 4% to 70 + 3%.

Searing Signet
- Burn Through no longer applies if the wearer is more than 2000 range away from the target.
Serrated Shiv
- Gut 'Em no longer grants Illusions the chance to True Strike.
Giant's Maul
- Crushing Blow can no longer be applied by illusions.

Vampiric
- Spell Lifesteal bonus decreased from 8/10/12% to 6/8/10%.
Item Changes:
Orb of Venom
- Poison Attack no longer has True Strike on the attack.

Blade Mail
- Armor bonus decreased from +7 to +6.
Hurricane Pike
- Hurricane Thrust buff provided to the wearer when targeting an enemy is now dispellable.
Harpoon
- Draw Forth initial projectile is now disjointable.

Phylactery
- Recipe cost decreased from 400 to 300. Total cost decreased from 2600 to 2500.
Khanda
- Total cost decreased from 5700 to 5600 (due to Phylactery Recipe cost reduction).
- Empower Spell Break debuff no longer dispellable.
