To refund a skin, you need to go to the website https://support-valorant.riotgames.com/hc/en-us, and click on the image marked in red below.
After clicking, you will be redirected to an article about refunding skins and in-game currency. Scroll down the page and find the window that asks you to log in with your game account.
When you log in or if you were already logged in, instead of this button, you will see "Get my purchase history". Clicking on it opens a list of skins that you can refund.
In the list, there is the skin's name, type, and the amount of currency you will receive upon refund, and a button that allows you to do so.
Clicking on the button will refund the skin, and you will receive your in-game currency back.
