It turns out that every account on Steam has a kind of "hidden karma", represented by a numerical value between -7 and 35. If your karma drops into the negative values, your account becomes subject to scrutiny from support, lockout, and a red plaque on your profile.
However, the higher the karma value (maximum value is 35), the more privileges the account receives. Such accounts get faster response from technical support, more attentive consideration of complaints and other additional features.
