Today, the organizers of the ESL Challenger at DreamHack Atlanta 2023 announced on their official Twitter account that the Norwegian organization Apeks will replace the team 1WIN in the upcoming closed qualifiers for the championship. 1WIN withdrew from the tournament for unknown reasons.
1WIN has not made any statements yet, but it is speculated that the team did not have enough time to assemble a new roster, as two players had recently left:

Some Counter-Strike 2 fans also theorize that 1WIN might be closing their project, hence the player sales, with deko's transfer estimated at a minimum of $100,000.
ESL commented:
Unfortunately, 1winesports decided to withdraw from the European #ESLChallenger Atlanta closed qualifier. They will be replaced by team Apeks, who were next in line for an invitation.
It was also mentioned that teams BIG, Eternal Fire, and Movistar Riders have already been invited to the closed qualifiers for the ESL Challenger at DreamHack Atlanta 2023, with four more teams to be added as winners of regional open qualifiers.
The closed qualifier will take place from November 16 to 18, 2023, and only one team winning the closed qualifier will secure a spot in the main stage of the championship.
The main event, ESL Challenger at DreamHack Atlanta 2023, will occur from December 15 to 17 in a LAN format in the USA, with a prize pool of $100,000.
